After riots, a severely drought-stricken region in Columbia got food and water aid, government promises and, of course, two new wells for a "popular Caribbean tourist city long affected by drought and lack of potable water." For many years it was a major commercial marijuana growing area and major transhipment point for marjiuana smuggled into the USA.
