I've mentioned the tracking problem before. It is a very big issue that isn't being acted on by the 'international community.' Odd, wouldn't you say? Particularly given all the hoopla about climate change, global warming -- and global water shortages.  I guess governments don't want the tracking, or they want someone else to pay for it.
